The Subsistence Allowances for Urban and Rural Residents and the Subsistence Standards for Rural Household Enjoying Five Guarantees are Raised

In order to implement the spirit of “Notice of the General Office of Liaoning Provincial People’s Government on Raising the Subsistence Allowances for Urban and Rural Residents and on the Standards of Providing Assistance and Support to Rural Extremely Poor People” (issued by the General Office of Liaoning Provincial People’s Government [2017] No. 46) and requirements of the key livelihood projects of the municipal government, the municipal government has decided to improve the subsistence allowances for urban and rural residents and the subsistence standards for rural household enjoying five guarantees from July 1, 2017, to ensure the simultaneous improvement of the basic living standard of urban and rural residents with difficulties and the level of economic and social development. Notice on the relevant matters are as follows:

I. Executive Standard

(I) The subsistence allowance standard for urban residents. The subsistence allowance standard for urban residents is 670 yuan per person per month.

(II) The subsistence allowance standard for rural residents. The subsistence allowance standard for rural residents in Pulandian area, Wafangdian County, and Zhuanghe County is 450 yuan per person per month; the subsistence allowance standard for rural residents in Jinzhou area, Changxing Island Economic Zone, Huayuankou Economic Zone and Free Trade Zone is the same as that for urban residents, which is  670 yuan per person per month.

(III) Subsistence Standards for Rural Household Enjoying Five Guarantees. The centralized subsistence standards for rural household enjoying five guarantees in the city is 810 yuan per person per month; the decentralized subsistence standards for rural household enjoying five guarantees in Jinzhou area, Changxing Island Economic Zone, Huayuankou Economic Zone and Free Trade Zone is 700 yuan per person per month; the decentralized subsistence standards for rural household enjoying five guarantees in Pulandian area, Wafangdian County and Zhuanghe County is 460 yuan per person per month.

II. Fund Guarantee

After raising the subsistence allowances for urban and rural residents and the subsistence standards for rural household enjoying five guarantees, the distribution ratio of financial funds at all levels remained unchanged, that is: Zhongshan District, Xigang District, Shahekou District, Ganjingzi District and Lushunkou District gain 65% subsidies from the municipal finance; Pulandian area, Wafangdian County, Zhuanghe County, Changhai County gain 75% subsidies from the municipal finance; Jinzhou area, Hi-Tech Zone, Changxing Island Economic Zone, Huayuankou Economic Zone and Free Trade Zone are given fixed subsidies in accordance with “Notice of Dalian Municipal Finance Bureau on Adjusting the Fixed Subsidy Base on Urban and Rural Subsistence Allowances (Five Guarantees) Funds” (Dalian Municipal Finance Bureau [2016] No. 371); Yuanhua Copper Mine area of Wafangdian County and Xiaquan area of Ganjingzi District that have been granted special policies by the municipal government remain the original policies.

III. Related Requirements

(I) Strengthen leadership and organize closely. Improving the subsistence allowances for urban and rural residents and the subsistence standards for rural household enjoying five guarantees are important measures taken by the municipal party committee and the municipal government to guarantee the basic livelihood of people in urban and rural areas, deepen the reform of the distribution system and improve the construction of the city’s social assistance system. All regions should attach great importance and enhance their leadership to take the standard improvement work as a vital part of ensuring people’s livelihood and stability; they should also carefully organize, deploy and conscientiously carry out the standard improvement work to ensure the smooth implementation.

(II) Standardize Operations and Strengthen Management. All regions and relevant departments should do a good job in propaganda and business training of policies about standard improvement of subsistence allowances to ensure the policies are fully implemented. In accordance with the norms of work flow, the re-examination, treatment implementation of the insured residents and the examination and approval of new applicants should be done in a good manner. We should further improve the supplementary management and data entry&update to ensure complete archive, accurate data and sophisticated management.

(III) Improve the standard on schedule to ensure the implementation. All regions should concentrate their manpower, material resources and financial resources to working hard in this standard improvement, to ensue the security fund will be fully paid to the insured residents according to new standards by the end of July.

The “Notice of General Office of Dalian Municipal People’s Government on Raising the Subsistence Allowances for Urban and Rural Residents and on the Subsistence Standards for Rural Household Enjoying Five Guarantees” (issued by General Office of Dalian Municipal People’s Government [2016] No. 59) published on May 31, 2016 will be abolished from July 1, 2017
